Well 5 abandoned; Well 4 pump replaced. Water Committee Chairman Bill Flood reported that a failing pump at Well 4 (Washington Court) — which had dropped from 32 gallons per minute to as low as 12–14 — was replaced along with new piping and electrical work; the well now produces 56 gallons per minute. In the process, the committee found Well 5 has not been functioning: it was drilled into iron-bearing rock by a previous operator, and Delaware Engineering quoted $250,000 to test and engineer a new filtration building for a well that would only produce about 26 gallons per minute even if restored. The committee decided to abandon Well 5. The town is instead exploring expanding the water district’s service area, potentially as far north as Cascade Creek, after records showed the district pumped more water than it took in between July 2021 and June 2024. A long-standing leak losing an estimated 30,000 gallons per day beneath the old pump building will be repaired once the new pump house is complete (expected October/November); two additional wells on the former Sims property near Washington Court are also being evaluated as a potential supplemental supply. The La Valle Road grant-funded module unit is expected to arrive in October or November, with tank retrofitting to follow in 2027; the project remains on budget. A coupling failure caused a leak on Midway Road, since repaired. Separately, production at the Washington Court well has dropped by roughly half (from about 40 gallons per minute when drilled to about 15); a pump company inspected the well for a possible pump or pipe issue. Water Committee chairman Bill Flood presented a proposal to switch the water district's billing and meter-reading system to MuniLink, after the current platform repeatedly failed to upload meter readings, at times delaying customer bills by a full quarter. La Valle Road project progressing well; modular unit expected Sept–Nov. 4-inch pipe from pump house to Route 22 needs upgrade to 6-inch. Several meters need replacement. Online bill payment in progress through meter company. Fall notice planned for winterizing water systems.

Board member raised issue that water district customers can no longer pay bills online. Supervisor reported conversations with billing staff to resolve the problem. Water district capital project expenses of $334,167.30 approved in monthly claims.
